Google suggests reviews are not essential to use product schema for product rich results
Even if your product landing pages don’t contain reviews, you can still utilise product structured markup/schema on your product pages to get product rich results in the Google search results page, according to Google’s John Mueller.
You shall either need reviews, aggregateRatings, or offers to utilise the offers or the products currently on sale. If you either one or more of these, one can leverage product structured data while still displaying product rich results on the website.
According to Google, adding markups to your product pages so that the search engine can provide extensive product information in rich Search results, such as Google Images. On the right side of the search results, users may see price, availability, and review ratings. When you use markup to allow rich product results, you may attract potential consumers when they’re searching for goods to buy on Google or looking at photos of products you offer.
A user named Claire Carlile asked Mueller if one could use product schema to markup a product page if there are no reviews yet….? John Mueller took to Twitter to reaffirm that even if you do not have reviews on your product you still can use structured markup/schema.

Maintain the accuracy and freshness of your product information so that your consumers can locate the most up-to-date, relevant products. Product markup also qualifies your items for inclusion in Google Images with a badge, which can encourage more people to click on your material, thus driving more traffic.
